DM DEMOLITION & EXCAVATION – FREQUENTLY ASKED QUESTIONS

To apply for a demolition permit, the City requires:

1️⃣ Owner Authorization Form – signed by the property owner.
2️⃣ Recent Status of Title – must be less than 3 months old.
3️⃣ MB Hydro Disconnect Request – Hydro must disconnect all electrical services before the permit is released.
4️⃣ Development Permit (if required) – Some demolitions need a development permit unless the building is unsafe or condemned.

 Typically 6–10 weeks depending on the City’s workload, zoning reviews, and Hydro disconnect timelines.

Most average bungalows (approx. 1,000 sq. ft.) can be fully demolished in 1–2 days, including:

  • Structure removal
  • Basement removal
  • Site service disconnects
  • Backfilling and rough grade 

Larger homes and tight-access properties may take slightly longer.


 Yes. Anything built before 1990 could contain asbestos.
Common materials include:


  • Floor tile
  • Drywall mud
  • Insulation
  • Parging
  • Duct wrap
  • Pipe insulation 


A certified lab must test samples before demolition.
We can help arrange testing if needed.


 If asbestos is confirmed, abatement must be completed before demolition.
A certified abatement company removes it, and you provide proof of clearance.
We can recommend trusted local abatement contractors. 


Yes. Prior to demolition, water and sewer services must be disconnected at the city main or approved point, depending on the age of your service line.

If you’re rebuilding, Water & Waste will confirm whether your existing services can be reused.
